Hi Rich, I'm far from sure that I understand what you actually want to do. But assuming that you want to make additional buttons, with links, above the actual forum sections/categories...

Then you need access to the header -- the area used for "Staff communications" on this forum -- and to get that access, you need to pay to get the advertisements removed (as the ads are using that same area).

Once you have that access, you can make your own buttons with links and everything.
