ForumUp does not offer an avatar gallery and as far as I am concerned has never done so.
However, I could not understand clearly your first problem. Can you explain in a little more detail, what were your users trying to do and what exactly happened.

My mistake then m8.And to clear the thing. Some of the users changed the avatars few times, they play like kids lol.And now they want to put their first avatars back but they lost them.So if the avatars are uploaded someplace there must be a way to see them and download them maybe?

Unfortunatelly, this is not possible. They should have saved those avatars.
It is true that some forums have avatar galleries, but Forumup forums do not.

When people have uploaded avatars with the choice "Upload Avatar from your machine:", they do go on ForumUp's server, but there is no way for anyone to view them and then download them.

If those people had uploaded images from their own computers, the images should still be on those people's computers. If not, oh well.

Also, a good place to store already used avatars you may want to come back to is photobucket. Make a account and you can upload pictures from your computer and from other places around the web.
