For complaints about violations of Terms of Service, you must first post on this forum so the staff can correctly investigate the matter and attempt remediation of the problem.

Contacting Raulken first will only delay resolution of the situation, because he will simply forward the complaint to the staff for investigation.

For matters of defamation, you first need to contact the admin of the forum where you feel you were defamed. If that does not remedy your situation, you then need to take the matter up with a lawyer. Defamation is a legal matter, to be determined by the courts, not the staff of ForumUp.
