Is there a way for admin to alter some ones post count? Can i add or reduce a members post count at will to make them behave...lol.

Only by deleting their posts, you can't add to their post count.

If they really are being 'bad' by spamming or doing other things you can deactivate the account and put them in 'time out' for a day by them not being able to access the forum.

similar type of question is it possible to delete old post with out members post count going down

The only two ways to do:

(1) Use forum pruning.
(2) Make a forum to be 'Old Archives' and then make it only visible to Admins. That way the posts will be 'deleted' in the view of users.
