i have a member who has basically spat the dummy out of the pram and has asked to have there account deleted , now i know if i do that there name appears in black along side there posts ,

now knowing this member will have his sulk then want to rejoin , is it possible to reinstate him using the same user name and e mail address and he can carry on from his last post count

No, it is not able to reinstate a post count. You should be able thought be able to use the same username and e-mail address.

at least they asked for there account to be deleted. it would have been nice if you had given me warning that you were going to delete mine.. i had private messages with important information i wanted to keep, you caused great disruption for me by acting as god.
