The only way to become a moderator or admin is to get appointed by the current forum admin. You have to contact the admin and ask him to give you permissions. Try sending him a private message or an email through the form on the forum.
The only contact information ForumUp staff can see is the email used by the admin for the creation of the forum. You can request this email address by one of the staff administrators on .com. However, this is private information and they may decide not to share it with you.
It is not ForumUp staff's business to appoint moderators and admins on personal forums. It would be highly unethical to allow regular users to take over forums.
