Is it possible to not have your users have an account activation and a user can have more than one account with the same email adress. Whenever I change these settings, they just go back to the way they were before.

You can not change those settings as Raulken disabled it. So, sorry but no it is not possible for either of them to work. Crying or Very sad

The account activation setting have been locked by ForumUp, in accordance with our security policy. You cannot change that setting.

The forum software won't allow an e-mail address to be used twice. There is no setting to adjust this.
