I've seen references to being able to reduce the number of posts showing by a member's name and also that you can check the date a member last posted, but I can't seem to find out how to do either of these.
Can you point me to a FAQ/tutorial/post?

As Bloodymary stated, the only way to lower somebody's posts would be to delete some of their posts, which only admin and moderators can do. I'm not sure why you'd want to do that anyway, buy whatever.
Also, if you go into the person's profile, click on Find all posts by you can see when they last posted.

You cannot change the number of posts a user. I don't know where you have read that, but is not true. .
I knew I had seen it somewhere. It's from FAQ at the top of my own forum, thus:
How do I change my rank?
In general you cannot directly change the wording of any rank (ranks appear below your username in topics and on your profile depending on the style used). Most boards use ranks to indicate the number of posts you have made and to identify certain users. For example, moderators and administrators may have a special rank. Please do not abuse the board by posting unnecessarily just to increase your rank -- you will probably find the moderator or administrator will simply lower your post count.

Oh, well, the way the post count would be lowered is by deleting posts. That FAQ about ranks is from the generic template from the makers of the phpBB type forums, which ForumUp is.
