I'd like to gather all the ads in one page and have the others removed. I was thinking maybe it is possible to place some banners in one page (sth like AdSense) and by the money I'll earn this way I pay the 10$ fees.
I've read your TOS and know my forum mustn't have direct links to illegal downloads. How about websites which offer various services including links to illegal downloads as a small part?

No, no links to pages with illegal downloads. That would be using your forum to assist with illegal activity.

You can place banner ads in forum sections, as long as the ads are to something in line with our TOS.
