possible to change a users e maill address , basicaly i have a member who set up there account a while ago using a tiscali account , but they are no longer with them anymore can i change there original e mail address to there new one , so that if and when i send out a mass email they can receive it

Yes.

Admin Panel>>Management. Type in the user's name and replace the old email with the new one.

Also, next time using a more meaningful title.

The person can change their email address themselves, in the user control panel.

And yes, as PirateScoobs said, please use a meaningful title for posts.
