The title asks the question. Im trying to make this system where some one can be "Banned" from posting, but can still see all the forums. Its just kind of stumping me. Can anyone help?

Andrew, you cannot do that, literally. But you can do it the other way around.
In Forum Permissions:
Set View and Read to All, or to Registered.
Set Post Reply Edit etc to Private, or to Moderator / Admin, where apropriate.
Create a usergroup for "approved" members.
Set the usergroup's permissions to allow posting etc.
Note that you can appoint someone else as a Moderator for the usergroup, which means that you as Admin, as well as the Moderator, can add members to it.

Yes, you and a Usergroup Moderator would need to add the approved members manually. But it is less work than what you may believe.
And if I understand your idea correctly, then you will have to "approve" the members on an individual basis anyway.
Assuming that there was an automated "quarantine", then it would either automatically let them post, after a certain time, or you would have to enter the usernames and push the "magic button", when you saw fit.
Just in case you have misunderstood:
If you use the settings I propose, you do not need to add all newly registered members to a usergroup, to prevent them from posting.
Newly registered members can read only, until you approve them, and enter them into the usergroup.

I'm sorry, but I think what he was trying to say was if there's any way to make the forum add automatically people to a certain usergroup (like, for example, people with less than 5 posts) so they only can be in a certain section of the forum if they have 5 or more posts!

No there is not. You have to manually input an user into that group.

Yes, I understood that way. Still, I think there's a little too much work in it if someone plans to keep people with a certain post count out off a section. He'd have to be watching them all the time to add them to the usergroup when they make their fifth post.
There's still another problem with that way: how can an administator see a list of the members (and respective count posts) to see who they should add inicially to the usergroup?
If there's no option to do that, then there's very hard to examine manually all the posts of everybody in the forum!

Yes, there is. Go to the link Memberlist on the top of your forum. Once you see the page set the drop down boxes at the top right corner as follows.
Sort method to Total posts Order to Descending
Press Sort and you will be able to see all members, listed according to their nember of posts.
