That is a misunderstanding. That just shows the different icons that are used on a forum. The one in orange being new post are in that forum, the one with white being no new posts in that forum, and the one with the locked symbol means you may not post in the specific forum.

This is just a legend, explaining the meaning of the different icons. "Forum" here is in the meaning of a specific section and not the entire site. You can also chose to make locked sections, so that users would not be able to post in them (e.g. "Rulez").
In conclusion, this icon appears on every forum, including this one, and has nothing to do with it being locked. If your forum was locked, you would not be able to see the main page at all.
